Sib Canay was a male Neimoidian captain who was involved in the Trade Federation's blockade of Pantora. Stationed aboard a Droid Control Ship, he conspired with a Neimoidian Envoy to force the planet into joining with the Confederacy of Independent Systems.

The Neimoidian envoy and captain Sib Canay commanded the Trade Federation's blockade of Pantora, being stationed aboard a Droid Control Ship in the planet's atmosphere. As part of a Separatist plot orchestrated by Nute Gunray and Lott Dod to force Pantora into joining the Confederacy of Independent Systems, Canay hired bounty hunter Greedo and his Gotal accomplice to kidnap the daughters of Chairman Papanoida.

The envoy and the captain would greet the arrival of Pantoran senator Riyo Chuchi and Jedi Padawan Ahsoka Tano, posing as an aide. Shortly later, the duo hid in the conference room where they overheared the Neimoidians talking about the plot. The envoy confronted Canay on why one of the daughters was kept on his ship, which made Chuchi gasp. Suspicious, the captain searched for any intruders but unable to find any he returned to his comrade, whom he assured that all would go well for them.

Canay was later informed by his battle droids that the guests were attempting to free the Chairman's daughter from the detention block.

Later, the daughter of Papanoida was freed by Chuchi and Tano from the detention block, only for Sib Canay and his squad of super battle droids to ambush them. The Jedi Padawan easily defeated the droids, however, several Neimoidian Guards stormed in to arrest them. The envoy inquired on the matter and was confronted by Riyo who accused him of dealing with the Separatists. Unwilling to face a scandal with the Republic caused by Canay's conspiracy, the envoy ensured that the Trade Federation removed the blockade.

After the incident was over, Senator Lott Dod distanced the Federation from Canay in the Senate, and said that his actions had been "of his own accord", products of "Count Dooku's influence.
